4.2.3 Payment for using the electricity grid

Do the rules define the size and allocation of costs for use of the transmission and distribution system (e.g. wheeling charges, locational pricing?) Wheeling allows privately generated power to be transmitted across the national grid. In order to use the grid, typically wheeling charges need to be paid to the grid operation/utility. Are wheeling charges in place? Are these wheeling charges advantageous or disadvantageous for the transport of renewable energy power over the public electricity grid?
