3.3.4 Flexibility of fossil fuel plants

Are there market based incentives to run fossil fuel based power plants in order to provide residual power for wind and solar PV (e.g., economic dispatch)? Are there financial incentives to retrofit existing fossil fuel plants in order to run them in a more flexible manner (reduce must run, increasing ramping rates, etc)? Are there plans to build more flexible gas-fired power plants?
